FRA EDUCATION PATHWAY

DOT SAP Education for FRA-Regulated Railroad Professionals

Railroad employees and contractors performing covered service or other regulated safety-sensitive railroad functions. Education is designed to support a DOT-qualified SAP's individualized recommendation—not replace it.

INDUSTRY-SPECIFIC CONTEXT

Education connected to the work behind the regulation.

The FRA pathway places the shared curriculum within a railroad-safety context, emphasizing impairment risk, operational decisions, communication, accountability, and long-term prevention.

What this program does—and does not do

  • The education provider does not decide an employee's regulatory status.
  • The SAP retains authority over the recommendation and successful-compliance determination.
  • Railroad and employer requirements remain separate from the certificate of education completion.

COMMON QUESTIONS

About the FRA pathway

Is this program limited to locomotive engineers?

No. FRA coverage can include multiple railroad employee and contractor categories. The employer and applicable regulation determine whether a particular function is covered.

Does a certificate return an employee to covered service?

No. The certificate documents verified course completion. It does not replace the SAP's follow-up evaluation or the employer's regulatory responsibilities.
